i have a small archway in my garden that has collapsed though old age. it is covered in what i believe is a jasmine climbing plant.
Q1 can i cut this plant back to ground level and get a good growth next year

Q2 when is the best time to cut it back

Q3 can you recommend a easy grow good flowering climbing rose

It is probably best to cut 1/3 hard back. The remaining 2/3 can be cut back but not too hard.
If you cut the whole plant back in one go it might give the plant such a hard shock that it dies. Cutting back bit by bit means that the plant can be gradually brought back to the size and shape required.


Roses. I like Rosa 'Wedding Day' but it is vigorous
I also like Rosa 'American Pillar'.

If you prune them each year you can keep the plant size in check
