Can anyone offer any advice please.

We live in Stockholm and the winter temps can creep down to -20C for a couple of weeks in January and in some cases -25C for brief periods of up to one week.
My question is whether plants marked as able to withstand -15C will also withstand the temps which occur in during our winters.
